Mr. Do! Circuit Board, Not Working

Universal Mr. Do! arcade game circuit board that does NOT work from 1982. This board powers up and plays, but has some graphic issues and is missing sound.  The board has had two ICs removed at  H1 and J1, which is why we suspect the sounds are missing. 

Boardset otherwise appears to be complete and in good condition. It is being sold as-is.
